Enrolment and Program Completion

GOER’s enrolment fee is determined by the financial capacity of each learner. Unemployed learners take the course at no cost. Therefore, in recognition of the responsibility of defeating the deep knowledge poverty among the new generation Rwandans, those who have the financial capacity are invited to make a voluntary contribution—commensurate with the value of the knowledge and experience they have received—so that others may access the same opportunity.

Enrolment

Enrolment at the Governance Institute of Rwanda is open to individuals who demonstrate a commitment to public leadership, good governance, inclusive policy development, and national development.

 

Applicants may include students, civil servants, professionals, and other individuals seeking to advance their understanding and practice of public service through a rigorous academic framework. We welcome visionary minds—students, civil servants, professionals, and citizens—who seek to serve the public good with clarity of thought and conviction of purpose.

 

Admission is based on a short written statement of motivation, a review of academic or professional background, and in some cases, a personal interview with our admissions team. The Institute fosters a learning environment grounded in academic rigor, critical inquiry, and a shared commitment to national progress.

Program Completion Requirement

To successfully complete the program and be awarded a certificate from the Governance Institute of Rwanda, each learner must submit a comprehensive case study of a country that has successfully exited the low-income category within the past forty to fifty years.

This capstone assignment is designed to encourage critical thinking and applied research. Learners are expected to engage with historical and contemporary development experiences and draw meaningful insights applicable to the Rwandan context.. The case study challenges each learner to examine the real-world journey from poverty to prosperity, and to reflect on the leadership, governance, and innovation that made it possible.

By tracing these trajectories, learners develop both the analytical tools and the moral imagination needed to rethink Rwanda’s own developmental path.

The case study stands as the culmination of the program’s intellectual training and a foundation for future public service.

Learners are encouraged to approach the coursework with depth and intention. At GIOR, we do not rush the learning process. Each course is designed to unfold over 8 to 10 weeks, allowing for thoughtful engagement and reflection. With five courses in total, most learners will complete the program within a year. The program is structured to allow adequate time for in-depth study and reflection, supporting a sustainable and impactful learning experience.
